Popularised, but apparently not coined, in the 1964 film Mary Poppins. The term did not appear in the book, and so some credit must be given to Robert B. Sherman, who wrote the lyrics of the song. According to The Straight Dope (6th August 2002), songwriters Barney Young and Gloria Parker brought a copyright infringement suit, claiming that they had written a song with a variant spelling of the term in 1949.
