The main character is very frightened of being killed, and wishes he could persuade military officials that is his crazy so that he would not have to fly in raids (=attacks) against the enemy. However, the officials know that anyone who is so frightened cannot be crazy, and therefore he is forced to fly again and again. This is the Catch 22 situation.
