Dwell upon is more formal than dwell on, and is used mostly in writing. dwell on/upon sth to think or talk about something for too long, especially something that is unpleasant: It doesn't do any good to dwell on the past - try to be more positive. I don't want to dwell on the subject, but I think we should all be aware of the problem.
