To commemorate is to observe the memory of some honored person, or to keep a past event in remembrance by suitable services.

Commemorate 为纪念伟人或纪念历史大事而举行仪式。

To observe is to mark religious days or ceremonies with appropriate conduct.

Keep is less formal than observe, and is applied chiefly to religious occasions, though it may be used of others.
